Update CLI tracker publish payloads so SaaS can resolve installation-plus-resource mappings without changing the existing Git event envelope. Add external_resource_type and external_resource_id to tracker snapshot publish payloads, derived from current tracker config and credentials. Jira uses configured project key as external_resource_id (type: jira_project). Linear uses configured team id as external_resource_id (type: linear_team). Do not change the Git event envelope. Do not add new cross-repo event-contract work.
