Mission Run: Charter Delivery Finish and Context Degod
Finish the three follow-ups left by the doctrine-delivery missions: polish generated when-prose, make empty-charter dispatch fall back to a warned generic agent with a shippable default charter, and fully decompose the charter/context.py god-module.
The recent doctrine-delivery-activation (#3081) and doctrine-delivery-reachability missions closed the core work but deliberately left three tracked follow-ups: a prose-quality nit on the primary delivered agent surface (#3082), the empty-charter dispatch behaviour the operator signed off on 2026-07-29 (#3064), and the still-undecomposed 3243-line charter/context.py god-module (#2532). This mission lands all three complete so the charter delivery and dispatch surface is clean and the largest un-ticketed charter-layer module is paid down.
