Mission Run: Common Docs Structural Move (Mission B)
Execute the Common Docs structural consolidation: single-root move, adr/<era>/ + 140-ADR conversion, the reference rewrites, redirect stubs, and flipping the rulers to blocking.
Mission B of the Common Docs split - gated on Mission A's reconciliation ADR being merged. It performs the actual move: consolidate the four doc roots into one 13-section docs/ root, migrate all 140 ADRs (incl the 20 era-less ones) into adr/<era>/ with YAML frontmatter, rewrite the ~2,190 doc-path references (src/ first), apply DocFX redirect stubs for URL continuity, rewrite docfx.json + TOCs, distil+move+redirect docs/3x (live charter content, not blind-delete), move the glossary per A's read-path mapping, and flip A's report-only rulers to blocking against the cleaned tree.
