Mission Run: Docs Structural Sanity & Concern Guard
Make docs/ structurally sane — every file in its canonical concern-home — and add a durable guard so it stays that way.
Post-#2851 the anti-sprawl ratchet that kept docs/ structured was retired, and a docs-wide concern audit found point-in-time artifacts, a split-brain shadow tree, and an incomplete section index misfiled across the tree. This mission redistributes the misfiled subset to canonical concern-homes and codifies the concern taxonomy as doctrine plus a scripts/docs lint that replaces the retired ratchet, so docs stay legible to contributors and maintainers without mechanical drift.
