Drain the coord-vs-primary split-brain class by routing every command surface through one canonical MissionExecutionContext and a Mission-Management-owned status facade.
Spec Kitty commands (specify/plan/tasks/finalize/analyze/implement/review/merge/retrospect) each independently re-resolve where a mission's state, branch, status, and artifacts live, so the primary checkout and coordination branch drift apart. This mission implements the ratified #1619/#1666 design for those seams: a single resolved MissionExecutionContext threaded through all surfaces, with status/durable state owned by Mission-Management behind an OHS facade — structurally eliminating the split-brain rather than patching individual symptoms.
