Mission Run: Loop-reliability + CI-red burndown remediation
Land the ready product fixes for two implement-review-loop P0s (#2534 consumer-repo gate calm-degrade; #2573b sync-daemon honors SPEC_KITTY_SYNC_DISABLE) and burn down the tracked 3.2.x CI reds (#2807 charter, #2809 strict-json, #2812 urn-lane+loader) behind a shared per-test sync-env-reset enabler.
Narrow remediation slice scoped by a planner-priti feasibility pass. Two lanes: ready product-bug fixes + CI-red hygiene, joined by a tidy-first WP-A env-reset fixture (mirrors #2800's pre-review-gate isolation). Excludes the deferred-by-design work: #2795 (#2367-A merge tool-churn, own design mission), #2573a-deep (non-blocking/streamed gate, design axis), and #2598 (epic-blocked under #2535; supersedes #2534 by-construction later). #2534 is LAND-the-existing-fix (branch fix/2534 @0153934f9, +142/-3), not a redesign.
