Make step.yaml the single authority for mission-type steps; derive action_sequence/template_set as projections.
Today a mission-type step is authored twice — a flat action_sequence/template_set and a rich step.yaml the DRG never reads — a split-brain that lets the graph and the runtime disagree. This mission makes step.yaml the single authority, derives the flat forms as read-projections, points the DRG extractor at the step, and adds advisory recommended-role/model-tier offers behind a charter/runtime override seam.
