Mission Run: MVP CLI Sync Boundary Completion
Finish PR #1107 and gate sync-producing CLI commands on daemon owner coherence so the MVP sync identity boundary is provable end-to-end.
PR #1107 lands row-level queue migration, daemon owner records, sync status truthfulness, and setup-plan refusal-on-no-auth, but its check_daemon_owner_match() helper is not wired into per-action preflights. Until those preflights exist, sync-producing CLI commands can still write into a split-brain daemon/queue/auth state and silently violate the MVP sync identity boundary. This mission closes that gap and produces the evidence needed to merge PR #1107 and close sub-issues #1090, #1088, #1087, and #1089.
