Mission Run: Offline Queue Enqueue Performance
Remove per-event SQLite overhead from the non-coalesced queue hot path.
queue_event() currently opens a SQLite connection, runs SELECT COUNT(*), inserts, commits, and closes for each non-coalesced event. We need to batch queue writes where safe, avoid full count queries on every insert (or maintain bounded-cap metadata), and preserve cap/eviction behavior and dossier event coalescing.
