Remediate the six tickets aggregated under epic #822 — Sonar gate debt, strict mypy baseline, Windows symlink test, stale-lane auto-rebase, no-upgrade UX, and structural cognitive-complexity debt — for a stable 3.2 release.
Stabilize 3.2.x by resolving epic #822's release-hygiene, DevEx, and quality-gate tickets in a single mission. Refactoring of egregious cognitive-complexity offenders is in scope when the pre-mission audit classifies them as structural debt or pipeline-shape, applying the chain-of-responsibility-rule-pipeline tactic. Tests are behavior-driven per function-over-form-testing; characterization tests precede every refactor on migration, sync, charter, or auth code paths. Coverage rises as a consequence of behavior tests, not as the goal.
