Mission Run: Retire Standalone Tasks CLI
Retire the dead pre-3.0 standalone tasks CLI codebase-wide and preserve its one real capability on the supported commands.
Issue #2167 (follow-up to #1057) flags that a non-shipped, test-only copy of the pre-3.0 tasks CLI still reads the legacy lane-directory layout and stays alive only through tests, shielding stale code from the dead-code ratchet. This mission retires that standalone surface across all three copies so the pre-3.0 reader retirement is codebase-wide, preserves its one genuinely useful capability (opt-in acceptance-artifact encoding normalization) on the supported spec-kitty accept command, and sheds the related grandfathered architectural-ratchet debt — with no change to how contributors run task, status, accept, and merge operations.
