Mission Run: Auto-scoped review-time regression gate
Block a WP's move to for_review on newly-introduced test failures, auto-scoped to the consuming CI shards (not hand-declared)
Today the for_review transition runs NO tests (tasks_move_task.py) and review is scoped to owned_files only, so a WP that breaks a consumer outside its owned set sails through to approval. Phase 1 of epic 1931's M5: reuse review/baseline.py (runner + new-vs-preexisting JUnit diff) + derive the affected-shard scope from tests/architectural/ci_topology_census.json. Closes 572 + the per-WP-review-blind-spot facet of 1979; part of 2283 (CI-routing/venv facets are later phases).
