Mission Run: Test Stabilization & Architectural Debt Pass
Close #1298 test failures + LD-1/MS-1 architectural debts + 4 small quality fixes from the 01KSAF14 engineering notes.
Intermediate remediation mission addressing two parallel concerns surfaced by the post-merge audit of mission 01KSAF14: (1) the 242 remaining test failures tracked under #1298 across the sync/dashboard/tasks subsystems, and (2) the small architectural debts identified in the architect's deep-dive review (LD-1 logical duplication in doctrine/base.py, MS-1 the 3328-line charter.py, plus #1163 issue-matrix scaffolding and a handful of follow-ups from the 01KSAF14 engineering notes). Bounded as a deliberate ~6-8 WP pass — NOT a full re-architecture, just the lowest-risk debt repayments before continuing onto 3.3.0 feature work.
