Mission 01KTPKST's closeout + dogfood surfaced tooling-stability papercuts (record-analysis verdict miscount #1819, safe-commit/protected-branch friction #1820/#1796, not-fully-threaded status surface #1821) plus deferred code-health debt (#1623 doctor.py god-module, #1624 merge.py typing). This follow-up slice of #1619 consolidates the safe-commit/protected-branch guard surface and fixes the findings + debt so the tooling is stable enough to PR the accumulated work.
