charter activate today updates only the runtime config ledger while the compiled reference set derives from a separate authoring ledger, so activated artefacts silently dangle until hand-reconciled (this broke PR 2524). This mission unifies the activation surfaces so activation is coherent and a config-vs-answers divergence is caught by a fail-closed guard, unblocking the authoring and preflight follow-ups in epic 2519.
