Make the autonomous spec-kitty next loop re-dispatch work after a review rejection and dispatch implement on coord missions, instead of spinning or blocking forever.
The documented autonomous control loop (spec-kitty next --result success) is a release blocker on two P0 paths: after a reviewer rejects a work package the loop returns a success-shaped no-op forever and never re-dispatches the fix (#4980), and on the default coord topology it cannot issue a single implement step (#4975). Both are the same defect: the advancing loop derives the next step from a different, coord-blind authority than query mode uses. This mission unifies them so the loop stays trustworthy for any harness that drives it.
