Specification Quality Checklist: Agent Profile Projection and Plugin Production Pipeline

- ✅ Dependencies and assumptions identified (7 explicit assumptions)

Notes
Most items pass. The [~] on the first item reflects that this is a developer-tooling spec whose requirements necessarily reference file paths, harness-native formats (.toml, .md), and CLI flags — this is intentional and does not indicate under-specification. Spec is ready for /spec-kitty.plan.
