Mission Run: CLI Backward-Transition Emit Path
Auto-promote force=True with canonical reason shape on user-deliberate backward move-task requests in the CLI emit path.
Mission 2 of cross-repo planning#16. CLI today emits WPStatusChanged with force=False on review rejections (in_review/approved -> planned), contradicting the contract that backward transitions require force=True. SaaS materializer correctly rejects the contradictory wire shape; this mission removes the contradiction at the source. Mission 1 (spec-kitty-events #15) defined the canonical reason shape and conformance fixtures this mission cites by reference.
