Mission Run: Bind Occurrence-Map Guard at Finalize
Bulk-edit occurrence-map schema errors fail at task finalization, not at the first implement step.
Issue #2345 (residual of #1347, overlaps #1790): the occurrence_map_complete guard exists and is tested but no mission step contract binds it, so a malformed or missing occurrence_map.yaml is only caught at implement preflight. This mission binds the existing guard at the plan/tasks-finalize transition so bulk-edit schema errors surface earlier, while keeping the implement-time gate as a backstop. No new validation logic.
