Mission Run: Built-in pack sourced from open-packs
Make spec-kitty-open-packs the only source of the built-in pack; core keeps just a pin.
Core's vendored packs/built-in copy keeps drifting from open-packs and forces fixes to be ported back. This mission deletes the committed tree and fetches the pinned open-packs ref for dev, tests, CI and wheel builds, so consumers still get the same built-in pack at the same location.
