Mission Run: Charter governance resolution
Make charter governance deliver what the operator activated and selected: synthesized tactics, declared ids, org-pack selections, narrow activation and a correct stack signal.
Five defects found using Spec Kitty in the charter repo (#6404-#6408): synthesized how-we-apply tactics never reach action context, org directive ids are shown as guessed stems, one org id in selected_directives wipes all governance, the first activation freezes the whole catalog, and the code reader calls a Gradle repo typescript. This Mission fixes them at their shared roots in the charter activation layer.
