Mission Run: Charter kind/tier vocabulary cutover closeout
Finish the single-authority kind and pack-tier vocabulary left by the doctrine-to-charter cutover and clean its inert residue.
The doctrine-to-charter cutover merged without a compat layer. This mission completes the leftovers those PRs deferred: teaching the artifact-kind vocabulary gate the mirror shapes it still misses, retiring the transitional ArtifactKind.core in favour of a capability predicate, unifying the pack-tier token spelling under one kernel authority, fixing the facade re-export gate's blind spot for non-class values, and deleting dead generated residue.
