Make 'charter pack apply' actually deliver usable governance, so applying a pack no longer silently breaks dispatch or leaves context and status reporting the charter as missing.

Applying a charter pack writes activations into config.yaml, but nothing compiles them into the bundle the governance surfaces read. Today that means applying a pack disables the safe generic-agent dispatch fallback (unmatched requests hard-error) and leaves charter context and charter status reporting the charter as not found. This mission bridges the two stores so applying a pack delivers working governance, keeps dispatch safe, retires a divergent second directive authority, and tells the operator the truth about what step remains.
