Specification Quality Checklist: Charter Pack Usage Journey
Purpose: Validate specification completeness and quality before planning Created: 2026-07-31 Feature: spec.md
Content Quality
- ✅ Focused on user/operator value (apply must deliver working governance + keep dispatch safe)
- ✅ Written for the affected stakeholders (operator + runtime dispatch)
- ✅ All mandatory sections completed
- ✅ Implementation detail appears only where it is the specified boundary (the bridge seam, the predicate)
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements testable and unambiguous
- ✅ Requirement types separated (FR / NFR / C)
- ✅ IDs unique across FR-###, NFR-###, C-###
- ✅ All rows carry a Status
- ✅ NFRs include measurable thresholds / advisories
- ✅ Success criteria measurable + outcome-focused (no-ROUTER_NO_MATCH, 5-not-29, bundle-authority)
- ✅ Acceptance scenarios defined (US1-3)
- ✅ Edge cases identified (empty=bundle-absent, git-worktree opt-in, the fourth producer)
- ✅ Scope bounded (C-005 out-of-scope; SC-006 no-touch)
- ✅ Dependencies/assumptions identified (C-001 M1 precondition; C-002 shared resolver.py)
Feature Readiness
- ✅ Every FR has acceptance criteria (US1-3 + Success Criteria)
- ✅ User scenarios cover the primary journeys (dispatch safety, governance delivery, single authority)
- ✅ Measurable outcomes defined
