Mission Run: Charter Preflight Missing-Charter Advisory Mode
Stop spec-kitty next/implement from hard-blocking projects with no charter or a legacy charter.md-only bundle, matching specify/plan's existing tolerance.
spec-kitty next and spec-kitty implement currently hard-block (exit 1) any repo whose charter state is fully absent or a legacy charter.md-only bundle, even though specify/plan already tolerate a missing charter and a working advisory exemption already exists in the preflight runner for the dashboard path. This mission wires that exemption into the shared next/implement preflight hook for the fully-absent case, and adds a new advisory path (with a stronger warning) for the legacy-bundle case, without weakening any other blocking condition (invalid YAML, stale synthesis, etc.).
