Make synthesized styleguides reach-only through their directive, make the project-intent directive honest about its scope, and give charter one language authority with multi-language evidence and a jvm family tag.
Three follow-ups to the charter governance resolution Mission (#6442-#6444): synthesized styleguides have no source directive and float as roots; PROJECT_001 claims a mission-type link no traversal follows; two parallel language authorities disagree on vocabulary and cardinality, and Kotlin is miscounted as Java. Operator decisions of 2026-10-19 fix the model for each.
