Mission Run: Deep ROI pass over the large tests/charter suites
Remove low-value charter tests so the suite guards live contracts at lower cost.
A first pass over tests/charter (PR #6483) read only about 40 of 279 files. This mission reviews the large suites function by function and deletes change-detectors, tautologies, mock-only, retired-path and duplicate private-helper tests, naming the covering test for each deletion.
