Mission Run: CI Aggregate Source-Eligibility (main-verdict provenance)
Make CI Aggregate's main-verdict source-eligibility honest: a PR-head or failed run must never be adjudicated as a main-branch verdict.
Stage 2 of the ratified CI main-tip verdict topology cluster (#4437). Today a red/partial pull-request run can be mislabelled as a main-branch CI Aggregate verdict, producing a standing false failure on main that erodes trust in main's release-authority signal. This mission extracts the source-eligibility decision into a tested, provenance-aware surface so main's pass/fail signal reflects only genuine main-branch evidence.
