Mission Run: CI Health: Charter-Path Hotfix + Arch-Adversarial Shard
Restore CI health: fix the red-main docs charter-path test and matrix-shard the arch-adversarial bottleneck (#2397).
Main is currently red because a docs page still publishes the retired memory/charter.md path, blocking fast-tests-docs on every open PR; and the arch-adversarial CI job is now the slowest unsharded pole at 14.4 min. This mission clears both so the pipeline is green and fast, without weakening architecture-suite coverage or coverage-ownership invariants.
