Specification Quality Checklist: CI Health — Charter-Path Hotfix + Arch-Adversarial Shard
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-07-05 Feature: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — kept to WHAT/WHY; shard count and YAML shape deferred to plan
- ✅ Focused on user value and business needs (green + fast pipeline for maintainers)
- ✅ Written for non-technical stakeholders (purpose + scenarios are prose)
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR-###, NFR-###, and C-### entries
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds (< 13.6 min; 100% coverage; zero dropped)
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic
- ✅ All acceptance scenarios are defined (Scenario A + B + walkthrough)
- ✅ Edge cases are identified (docs-only trim preservation; partition no-overlap; 100% trigger)
- ✅ Scope is clearly bounded (Out of Scope section)
- ✅ Dependencies and assumptions identified
Feature Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows
- ✅ Feature meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification
Notes
- Shard count N is intentionally left to the plan phase (NFR-001 sets the target; N is the design decision).
- Bundling two domains (docs + CI-topology) is a deliberate operator decision, recorded in Purpose.
