Cut PR CI wallclock and duplicate runner-minutes while making the architectural safety net honest.
A 24-hour CI census showed PR pipelines wait a median 33 minutes when the architectural battery runs, the battery uses half its runner, about 12-15% of runner-minutes are duplicate runs, and the nightly does not actually run the full architectural battery. This mission makes contributors get faster, earlier and honest CI signal without weakening any gate (issue #5510).
