Mission Run: CI Scoping Gate Reliability

Make blocking CI gates reflect the PR's own changes: run corpus-reading suites on data-only PRs (#3008) and scope the docs dead-link gate to the PR's diff (#3147).

Two blocking CI gates misfire today. A PR that changes only non-source corpus data (kitty-specs, packs, charter config) never triggers the quality workflow at all, so a corpus regression is invisible pre- and post-merge (#3008). And the docs dead-link gate fails any docs-touching PR for pre-existing broken links elsewhere in the tree, punishing PRs for offenders they never touched (#3147). This mission makes each gate's pass/fail reflect what the PR actually changed, without weakening real coverage.
