Mission Run: CI suite-map bind — marker→job authority + coherence invariants (Wave 0 full)
Bind the WS5 CI suite-map seam: a marker-completeness invariant (every registered pytest marker is positively selected by >=1 CI gate or declared CI-invisible with a reason), a small always-on unit/contract residual job, the WS5 workflow-coherence invariants (declared needs:, consumed filter outputs, live globs), and the #2296 orphan-baseline drain to zero. Executes #2297 (CI-validated arm of the WS5 AC) + #2296; closes the #2034 marker gap and #2283 factor (a).
Roadmap Wave 0 (docs/plans/degod-unshim-roadmap.md) under epic #1868 WS5, program parent #1619. Pre-spec 3-lens squad (debbie/priti/alphonso, 2026-07-04, branch tidy/ci-suite-map-2034 @595c50ff8): the #2034 census is STALE — PR #2294 already bound 365/369 orphan files, PR #2047 already single-sourced the marker registry, all 9 named hidden failures now PASS, and the true gap is 19 zero-gate tests (all green) + ~273 marker-only residual tests + the missing marker-level completeness invariant. Adjudicated: bind CI-VALIDATED invariants over the existing workflows (WS5 AC's 'generated or CI-validated' clause) — REJECT the workflow generator (no precedent; third-artifact split-brain over a hand-tuned 2,915-line workflow). The orphan ratchet caught a real drift (Wave 2's glossary-lock fold) within a day — the machinery works; this mission closes its marker-dimension blind spot. OUT: #2283 factors (b)/(c) (CT7 #2077), quarantine triage (#2295/#2309), mypy scope expansion (follow-up under #1868).
