Mission Run: CI Terminal-Cancel Verdict (infra-error)
A terminally-cancelled CI run must post an honest infra-error verdict that releases the PR head, never stranding it on a stale running.
Stage 3 of the ratified CI main-tip verdict topology cluster (#4437). Today a cancelled required CI run posts no verdict, wedging the pull request on a stale 'running' forever. This mission adds an infra-error terminal class to the shared verdict classifier (4a, releases the head in-CI, never green) and a reactive stale-running sweep backstop (4b) for cases where no reporter fired, so a cancellation never silently blocks a PR.
