Mission Run: CLI Decision Moment Widen Mode Readiness
Make CLI Decision Moment creation, Widen Mode, plan-side write-back, and local-close behavior release-ready across charter/specify/plan.
Teamspace MVP launch is gated on Decision Moment widen-mode reliability. Plan widen tests currently fail because they exit early on SPEC_KITTY_REPO_NOT_INITIALIZED; without these tests passing, we cannot validate that absent prereqs, cancel, continue/pending, block/local-answer, and deterministic write-back paths still work end-to-end across the three planning commands. This mission resolves issues #757 and #758 and unblocks Mission 2 (SaaS Slack closure) and Mission 3 (Live E2E).
