Every CLI command turns bad input or corrupt state into a clean, actionable error instead of a Python crash.
Spec Kitty operators and automation repeatedly hit raw Python tracebacks when a command meets a malformed file, an invalid mission handle, or a non-UTF-8 stream. This mission builds one canonical guarded-read plus error-presentation seam so the whole class of crash-on-bad-input defects (umbrella #2899) is closed by construction, not one command at a time.
