Establish the governed foundation for the Common Docs consolidation: the reconciliation ADR, the built-in doctrine, and the report-only enforcement rulers (each self-testing).
Mission A of the Common Docs consolidation (a 3-ship split). It delivers the rules and the rulers - the reconciliation ADR that decides every open mechanism (frontmatter-as-SSOT, the DocFX redirect approach, the glossary read-path, the era-less-ADR migration plan, the status namespace, the 13-section target, the curation policy), the built-in Common Docs directive/styleguide/tactics, and the related:-validator + lockfile-generator + anti-sprawl ratchet in report-only mode - so Mission B (the structural move) executes against merged, governed, self-testing doctrine. Mission A mutates no doc-tree files.
