Mission Run: Align the composition-backed run advance with the engine advance
Make a composition-backed step advance record the same audit-significance and RACI evidence as the engine's own advance, and share one set of event-recording code between the two.
When spec-kitty next advances a software-dev (or any composition-backed) action, it uses a separate planner that skips two records the engine's own advance writes: the audit-significance evaluation of an audit gate and the RACI binding of the step it issues. This mission closes that gap as a specified behaviour change, routes both advances through the engine's single planning and commit authority, keeps the composition path's retrospective gate, single-dispatch and plan-first guarantees, and removes the last complexity suppression in the runtime engine.
