Mission Run: Consolidation god-module decomposition
Split consolidation/executor.py, ordering.py and the consolidate() signature into cohesive modules with no behaviour change.
Epic #2026 re-scope (2026-10-04): executor.py is 4,603 LOC, ordering.py mixes merge ordering with the mission_number bake cluster (#2600), and consolidate() takes 19 parameters enumerated at direct-call test sites (#3457). This tidy-first mission relocates code along phase boundaries, preserves every consolidation invariant (single rollback authority, CAS ref advance, pre-mutation snapshot, teardown gate, squash content axis, closed world), and prepares small seams for the #5613 P0 fix.
