Mission Run: Drift-Proof Architectural Ratchet Allow-lists

Content-address the architectural test ratchet allow-lists so pure code motion can no longer red the CI gates.

The architectural ratchet gates (dead-code scanners, write-side re-derivation, seam I/O) pin their allow-lists on file positions — line numbers and module::Name paths — so a behaviour-preserving refactor that merely moves code forces manual re-anchoring and false CI reds (the coord-authority trio degod paid this tax three times). This mission re-keys the allow-lists onto stable content descriptors so only a genuine semantic change can trip them, while preserving every gate's full bite.
