Mission Run: Contract-ownership boundary: model shared contracts + their retirement as an owned artifact
Introduce a modeled, owned artifact for shared contracts (public signatures, fallback/compat names, retired literals a caller depended on) with a declared consumer set, so a contract's existence + retirement is verified against its consumers — unifying the slices that #2438 (dynamic review-time gate) and sibling mechanisms each catch from a different angle
Durable cross-cutting architectural boundary (#2441), filed during M5/Phase-3. DESIGN-FIRST: architect-led design phase before any code, given high blast radius. Do NOT bundle with the small landing-hygiene fixes. Cross-fork draft closing #2441.
