Authoritative write-side placement-routing strangler: complete + lock the existing placement SSOT by routing every remaining write/read through the one topology-aware seam, extend the ratchet, harden the identity/topology bugs, and lock with a characterization test. All source-code changes; this mission dogfoods the coord/primary partition it locks.

WP01 — Placement seam formalization (foundation)

  • Goal: Expose the existing resolve_action_context root as the single kind-aware placement seam (write_target(kind)/read_dir(kind), classified by MissionArtifactHome); consolidate the 4 _planning_read_dir wrappers into one helper.

MVP scope

WP01 + WP02 is the minimal viable lock: the seam formalized + the unowned create-time split-brain root routed through it, red-first. Everything else extends coverage (WP03–05), hardens (WP06), locks (WP07/WP08), and truth-ups (WP09).

Campsite note (Sonar)

Each WP carries a campsite list in its prompt: Sonar issues in the files it owns, classified SAFE (clean inline) / ADJACENT (clean if low-risk) / OUT (tracked home). Source: the aggregated Sonar inventory from the recently-merged sonar-debt missions. Per project policy: complexity ≤15 via extraction, repeated literals→constants, no empty except, real fixes over suppression.
