Make an activated custom mission type resolve its full action_sequence and get the analyze-currency gate, unblocking cave-dev (Refs #4983).
An activated org-pack-shape custom mission type fails lifecycle resolution with 'empty action sequence', and analysis-currency enforcement is hard-keyed to software-dev. This slice links org-pack runtime steps into project_action_sequence and generalizes the analyze-currency gate to any analyze-declaring family.
