Decompose the agent/tasks.py god-module (4633 LOC, maxCC ~178) into cohesive testable seams; preserve the public `agent tasks` CLI surface; plus the PR #2060 follow-up to route the 3 planning-commit tails through commit_for_mission (output-preserving) and delete dead is_protected pre-checks.
