Make broken documentation links and post-move doc drift fail CI instead of shipping silently.
The Common Docs restructure (#2165) relocated hundreds of files; today nothing stops a contributor from shipping a doc whose inline links silently dangle, and several such breakages already slipped through. This mission installs a standing CI gate that fails on any broken in-doc link, repairs the residual broken links left by the move (including inside immutable decision records, under a sanctioned waiver), automates the changelog synchronization that is currently hand-maintained, and corrects stale post-move prose — so the documentation stays trustworthy and navigable for both humans and AI agents without manual vigilance.
