Mission Run: Built-In Doctrine Seam Consolidation
Give built-in doctrine one fail-closed place to live on disk and prove the packs/built-in move is complete, so the platform can never silently load an empty doctrine set.
When built-in doctrine content moved to packs/built-in, the codebase turned out to resolve its on-disk location in many independent places — one of which can silently fall back to an empty set. This mission gives built-in location a single enforced authority and finishes the move, so doctrine either loads correctly or fails loudly, closing a class of silent-misconfiguration risk and de-risking a future packaging split.
