Specification Quality Checklist: Doctrine DRG Silent-Drop Boundary Fix

is already fixed on main (commit d8beee2761) → verify+close, not implement; (b) packs/internal/ is already structurally conformant, but grounding it as the #3530 fixture surfaced a live silent-drop at the org_roots= seam (_drg_helpers.py:138-182; executor + action_doctrine_bundle callers) — folded in as FR-009 (High). Spec carries 13 FRs across #3608, #3629 (parts 1 & 3 + verify part 2), and #3530 (seam fix + verify-and-close on spec-kitty-internal).
