Mission Run: Dossier Parity Reconciler

Unify the dossier snapshot hash across CLI and server and build a reconciler that proves a rebuilt projection matches source.

Delivers the parity foundation for provable historical materialization (#2262): one canonical snapshot-hash definition computed identically by CLI and server, plus a DossierReconciler that verifies a rebuilt dossier is byte-identical to source and fails loud on divergence. A #1091 launch-gate dependency.
