Mission Run: DRG Relation: impacts Vocabulary

Replace the in_tension_with boolean with a directed, signed impacts relation.

Mission B1 of five, split from doctrine-canonical-structure-remediation-01KYEYSD, delivering ADR 2026-07-26-3 (ADR-D1..D11). Relation.IMPACTS is directed, signed and authored-only; impacts < 0 IS the tension claim on strict sign. is_symmetric is shorthand for the un-written inverse, expanded by the generator and never in traversal, so edges_from/edges_to stay purely structural. in_tension_with retires; reconciles_tension survives re-pointed. Must precede the edge migration or the two shipped tension claims get migrated twice.
