Mission Run: DRG completeness (#2843): relation-description parity + activation-gate consolidation
Close the two items #2833's landing left open: backfill the 12 undescribed DRG Relation descriptions (item A), and consolidate the stem-vs-canonical activation gate that latently drops every directive node under a populated activated_directives list (item B).
Post-#2833 residue mission under epic #2466; item 1 (anti-pattern corpus) split to #2847. Item A backfills RELATION_DESCRIPTIONS in src/doctrine/drg/models.py with dual-doc parity. Item B fixes a latent correctness bug in charter/drg.py::_node_is_activated and consolidates 3 workaround sites onto one canonical-URN-aware gate.
